Hillsborough is one of the few Florida counties that regulates its own air, and on a construction job that is the first thing to plan around. The Environmental Protection Commission of Hillsborough County holds delegated air and asbestos authority, one of only eight of Florida’s 67 counties with it. That means the notification a builder files here goes to a county agency rather than to the state, and it means the lead time is a county lead time. The EPC requires notice at least 10 working days before a regulated demolition or renovation project starts, with a copy of the asbestos survey attached for staff review, and its published fee schedule for those notifications runs from $310 to $360 depending on the category. Ten working days is two calendar weeks with a weekend in the middle. It is not a form you file the day the machine is booked, and it is the single most common reason a Brandon demolition start date moves.
The second piece is the county building side, which is separate from the EPC and asks for proof that you have dealt with the EPC. Hillsborough County Development Services runs building permits, zoning and code for every unincorporated address in the county, Brandon included, and the commercial demolition permit application lists the EPC asbestos form as an intake document. So the sequence matters: survey, then EPC notification, then the county permit, then the machine. Get it out of order and you are waiting on a desk rather than on weather. Note also that the county is the whole of the government here. There is no City of Brandon, no city building department and no city hall, and Hillsborough’s own right-of-way page confirms the structure by stating that its permits “are not issued for projects in Tampa, Plant City, or Temple Terrace municipalities.” Three cities, and county jurisdiction for everywhere else.
Pre-1978 housing is the other regulatory line, and in this town it is not a rare case. Brandon’s boom was the 1970s, which puts a large share of the local stock right on the boundary of the federal renovation, repair and painting rule. What is different about Florida is who enforces it. Florida is not an EPA-authorized RRP state, so the program is administered directly by the EPA rather than by a state agency, and firm certification and enforcement sit federally. The Florida Department of Health publishes guidance but does not run the program. For a remodeler working a 1975 ranch off Lumsden Road, the practical effect is that the rule applies exactly as written, the certification is federal, and window replacement and demolition work are always in scope. It is a straightforward requirement once you know which agency owns it, and plenty of out-of-state crews assume Tallahassee and lose time finding out otherwise.
What the box is for on a Brandon site is mostly the 1970s coming out of a house. Original cabinets, laminate, aluminum window frame, popcorn ceiling texture, carpet and pad, single-pane glass, screen enclosure frame and the second-generation roof over the first one. Additions on these houses are slab work, so a job that started as an interior remodel often ends with a broken patio slab and a section of walk in the yard, and that material must not ride with the burnable debris. Hillsborough burns most of its garbage at the Resource Recovery Facility on Falkenburg Road, which is listed as taking burnable waste only, and the county’s rate sheet separates processable from non-processable material accordingly. It applies a surcharge of twice the posted rate on mixed loads. On a job with both kinds of debris, two containers is cheaper than one, and it is a conversation worth having at booking rather than at the scale.
Then there is the ground and the calendar. Before anything breaks the surface, Florida law requires a locate request through Sunshine 811, established under § 556.103, Fla. Stat., and § 556.105(1)(a) sets the notice at not less than 2 full business days. Not three. Call 811 or (800) 432-4770, or file through Sunshine 811. As for the ground itself, this is Myakka fine sand country, rated very poorly to poorly drained by USDA NRCS, with a water table less than 18 inches down for one to four months in most years. In the June to September rainy season a site road turns soft, an unpaved staging area will rut under a loaded box, and an open container fills with water that you then pay to haul. Board the set, keep the container on something solid, and tarp it.

A construction set is a ground question first. The truck wants about 60 feet of straight run, roughly ten and a half feet of width and 20 feet or more of overhead clearance for the hoist, and on a Brandon lot the overhead constraint is usually a live oak or the service drop rather than a slope. What matters more is what the box stands on. Myakka fine sand is very poorly to poorly drained with a water table under 18 inches for one to four months in most years, so an unpaved staging area in August is not a load-bearing surface. Plywood under the wheels and rails on every set, doubled under a heavy load, and a hard standing wherever we can get one. Keep the container tarped, because roughly thirty inches of rain falls across June to September in near-daily afternoon storms and water in an open box is payload you are paying to haul. On placement, Florida works from NFPA 1 rather than the International Fire Code, so the “10 feet from the building” rule from national blogs does not apply here. NFPA 1 Chapter 19 covers combustible waste and refuse, and 19.1.2 states that combustible waste cannot be allowed to build up inside or outside the building in any manner that will pose a fire hazard. We keep containers clear of the structure, the eaves, the meter and the condenser, and clear of the fire lane.

How long before digging do I need to call 811?
Not less than 2 full business days. Florida’s requirement sits in § 556.105(1)(a), Fla. Stat., under Chapter 556, the Underground Facility Damage Prevention and Safety Act, and the notification center is Sunshine State One-Call of Florida, branded Sunshine 811. Call 811 or (800) 432-4770. Two full business days, not three, and it is worth saying because several other states use a three-day standard and crews carry the habit across state lines. The statutory definition of excavation is broad, covering work intended to change the grade or level of land, so grading a staging pad is worth a ticket rather than a guess.
